some facts about 2013 service charge budget:

1) why water rate, electricity and maintenance expenses have almost tripled:

2) the budget includes a purchase of a 'smart reader for gas meters' which cost GBP 4800.
(Wouldn't the cheapest option be just to submit the readings by email to a managing agent?)

3) the boiler repair for GBP 6,000
